Sara Belbase is a Policy Officer at the What Works Hub for Global Education, where she works within the evidence use team to strengthen the use of evidence and data to improve children’s foundational learning outcomes.
Prior to joining the Hub, Sara worked at CARE Nepal, an international humanitarian and development organisation, as Partnership and Accountability Officer. She worked across education, health, and disaster response programmes, strengthening partnership management, programme quality, and accountability practices. Through a project on sexual and reproductive health and rights, she supported advocacy to embed these rights into local disaster preparedness policy. Her research experience includes designing and leading needs assessments on the quality of education and health service delivery in rural municipalities across Nepal, translating findings into programme design.
Sara has worked across the international development sector, including civic engagement and governance programmes with NGOs in Nepal. Her earlier career includes roles in the US and a community-based project in Rwanda.
Sara has completed a Master of Public Policy at the Blavatnik School of Government, University of Oxford, and holds a BA in International Relations and Economics from Agnes Scott College in the US.
