Synthesis-Ready Evidence Repository – Expression of Interest (EoI)
An opportunity for evidence intermediaries to test and shape an early-stage, evidence repository while producing high-impact, policy- or practice-relevant synthesis and translation to support education decision-making.

About the call
The Synthesis-Ready Evidence Repository is a collective initiative supported by more than 25 organisations that are committed to better education decision-making by supporting evidence synthesis and use. This specific call, led by the What Works Hub for Global Education, is supported by the Gates Foundation, Jacobs Foundation, LEGO Foundation and Porticus.
This call invites Evidence Intermediaries – organisations or partnerships that generate, synthesise and translate education evidence for use by governments or other senior decision-makers – to express their interest in participating in the testing phase of the repository, as described further in the Expression of Interest [PDF]. The call prioritises evidence intermediaries based in low- and middle-income (LMIC) countries.
Implementation will run from April 2026 to January 2027, allowing selected grantees to complete at least one full synthesis cycle, from design and analysis to reflection and feedback.
This Expression of Interest (EoI) marks the first step in a two-stage process. Shortlisted applicants will later be invited to submit full proposals under a Request for Proposals (RfP).
Selected applicants will receive up to CHF 100,000 per consortium to
- Produce high-impact synthesis and translation outputs that help governments and/or senior decision-makers in their respective context apply evidence to education policy and practice decision making.
- Explore and apply the repository’s datasets, tools, and taxonomy, sharing insights on the repository’s functionality, usefulness, and potential to strengthen how evidence informs decision-making.

How to apply
Before you begin, please read the Expression of Interest (EoI) [PDF] to confirm that you are eligible.
Step 1: Complete the EoI form: Submit the Expression of Interest (EoI) online form to confirm eligibility. Once submitted, you will be shown an email address to use in Step 2.
Step 2: Submit supporting documents via email: Send an email attaching a single PDF that combines the following two documents:
- A completed Concept Note, guided by the questions in the Concept Note Template [.docx]
- Evidence of your partnership with a government entity or senior decision-makers in the country where your study is focused, if you are not a government entity.

The University is closed from 24 December to 2 January and this inbox will not be monitored during that period; however, we will respond promptly on the week of 5 January to any queries. We will also offer one-on-one help desk sessions from January 7.
