To what extent, and how, does creating a ‘market’ for improved educational outcomes improve children’s learning?
Historically, ‘success’ in education reform has often been measured in inputs, such as textbooks provision. But these measures may not lead directly to learning outcomes. And tying ‘success’ to these metrics may lock education providers into approaches that are not succeeding.
Outcomes-based financing may offer a solution. Therefore, the What Works Hub for Global Education is undertaking research in Ghana centred on the effects of outcomes funding on service providers in education.
