Stephen Taylor

Principal Investigator, South Africa; Senior Implementation Research Fellow (2026)

Stephen Taylor is the Director of Research, Monitoring and Evaluation in South Africa’s Department of Basic Education. He holds a PhD in Economics and has 18 years of experience focused on education policy, planning and evaluation. His work has contributed to strengthening the use of evidence within the basic education sector. Stephen has published extensively in academic journals and is a Visiting Professor at the University of the Witwatersrand. Alongside his technical work, he has played an active role in developing research capacity within government and supporting emerging researchers.
