What Works Hub for Global Education Policy Fellow (2025)

Mr. Muhammad Farooq Rasheed is a civil servant from Pakistan and has vast experience in various departments, particularly in the  education sector. He has served as Additional Secretary to the Government of Punjab, School Education Department and Lead of Punjab Education Sector Reforms Programme, wherein three landmark projects were being implemented with the assistance of World Bank, the Global Partnership for Education (GPE) and UNICEF.

Mr. Farooq Rasheed has acquired substantial knowledge and expertise in on-ground implementation of foundational literacy and numeracy (FLN) initiatives, with the FLN Camps successfully established in 12 districts and early childhood education (ECE) classrooms established in 11 districts through the Programme Monitoring and Implementation Unit (PMIU), being two flagship interventions of Punjab’s School Education Department over the past 5 years. He has particular expertise in project planning, project management, foundational learning, building collaborative teams and evidence-based policy formulation.
