Karthik Menon

Implementation Research Fellow (2026)

Karthik Menon has been with Pratham Education Foundation in India for over a decade, gaining extensive experience in school education reform within the public education system, with a particular focus on strengthening foundational learning in the primary grades.

At Pratham, he currently leads programme operations for large-scale government partnership programmes focused on foundational learning, particularly Teaching at the Right Level (TaRL). He supports the design, rollout and review of these partnerships across more than 10 Indian states, working closely with state and district governments as well as Pratham’s national leadership.

Karthik also co-leads Pratham’s Measurement, Monitoring & Evaluation (MME) team, which is responsible for ensuring that data informs decision-making across the organisation. With a focus on large-scale interventions, he advises and supports the development of measurement frameworks, learning questions, data collection systems, and reporting processes. With support from the What Works Hub for Global Education, he is also leading efforts to use A/B testing in various government-led implementation settings to better understand the impact of specific core components of TaRL.
