Jose Enrique (‘Iking’) Corpus is Director IV of the Monitoring and Evaluation Office at the Philippine Department of Education. He leads the Department’s work on monitoring and evaluation, with a particular focus on strengthening results-based management through evidence generation, impact evaluation, and the measurement of programme outcomes across the basic education sector.
Prior to joining the Philippine government, Iking worked with the World Bank, Asian Development Bank, and UNICEF on education, social protection, and public sector development initiatives. He also worked with the Department of Economy, Planning, and Development on labor market, skills and social protection policy. Across these roles, he supported governments in designing, implementing and evaluating programmes to improve public service delivery.
Iking holds an M.Sc. in Global Human Development from Georgetown University’s School of Foreign Service, where he graduated at the top of his class and received the Outstanding Scholar Award for academic achievement, leadership, and service. His research interests include implementation research and impact evaluation, particularly in education, social protection, and labor markets, with a focus on bridging the gap between evidence and policymaking.
