Sabina Morley

Sabina Morley is a Senior Education Adviser and Head of the Community of Expertise for Education at the UK’s Foreign, Commonwealth and Development Office (FCDO).

Sabina oversees global education policy at FCDO and provides strategic leadership and technical support to the bilateral education portfolio through the new Community of Expertise for Education. Her work focuses on supporting partners to strengthen education systems to improve foundational learning, including building system resilience to ensure children can access and learn in crisis contexts. She also leads work to advance equity and inclusion, promote responsible use of EdTech and AI, mobilise sustainable education financing, and deepen mutually beneficial UK-international education partnerships, working across UK government.

Sabina previously spent four years with FCDO in Malawi, first as Education Adviser and later as the British High Commission’s Human Development Team Leader. In that role, she oversaw a portfolio covering education, health systems, and sexual and reproductive health and rights. Before joining FCDO, Sabina managed education programmes in sub-Saharan Africa with Ark; worked with the health NGO Merlin in East Africa. She holds an MSc in Comparative and International Education from the University of Oxford.
