Historically, ‘success’ in education reform has often been measured in inputs, such as textbooks provision. But these measures may not lead directly to learning outcomes. And tying ‘success’ to these metrics may lock education providers into approaches that are not succeeding.

Outcomes-based financing may offer a solution. Therefore, the What Works Hub for Global Education is undertaking research in Sierra Leone centred on the effects of outcomes funding on service providers in education.
