Jacobus is a development economist at the McCourt School of Public Policy at Georgetown University. His research focuses on improving the quality of education in sub-Saharan Africa, with a specific focus on working within government systems, and the role that local government bureaucrats play in service delivery. Prior to joining McCourt, he was a Post-Doctoral Research Fellowship at the Blavatnik School of Government (University of Oxford), and a consultant to the Education Global Practice at the World Bank. He completed his MPhil (distinction) and DPhil in Economics at the University of Oxford, where he was funded by the Rhodes Scholarship. He is a South African citizen.
