Guillermo Romero

Research Manager

Guillermo Romero is a Research Manager at the What Works Hub for Global Education’s central team in Oxford, focusing on Pillar 3 Implementation Science.

Prior to joining the Hub, Guillermo was a Senior Evaluation Manager at the Education Endowment Foundation, where he led the design and technical oversight of mixed-methods research studies, combining quantitative impact evaluations with qualitative process evaluations. He also collaborated with international partners to adapt evidence standards and research tools to varied educational contexts, strengthening global efforts to improve learning outcomes. Before moving to the UK, he worked for four years at the World Bank’s Andean regional office in Lima, Peru, where he contributed to strategic engagement with the Peruvian government and worked on research related to public finances, migration and human capital development.

Guillermo holds a Masters in Public Administration (MPA) from the London School of Economics and Political Science (LSE), with a focus on economic policy as well as in poverty and inequality studies.
