Joel Justine Mhoja

What Works Hub for Global Education Fellow (2025)

Joel Justine Mhoja is an experienced Education Officer at the President’s Office, Regional Administration and Local Government (PO-RALG), Tanzania. He plays a key role in coordinating the implementation of the teacher continuous professional development (TCPD) programme across all Local Government Authorities in Tanzania. Additionally, he oversees the TCPD initiative within the Boost Student Learning (BOOST) programme, valued at 5 million USD, supported by the World Bank.

Mr. Mhoja’s career in education management spans several years, starting as a classroom teacher before becoming a headteacher for two years. He then served as a Ward Education Officer from 2018 to 2021 before transitioning to his current position at PO-RALG. As a  visionary leader with a strong drive for results, he is committed to continuous learning and improvement in the education sector.

His aim in joining the fellowship organised by the What Works Hub for Global Education is to gain the opportunity to engage in research that will offer valuable insights from experts within the fellowship and from countries successfully implementing professional development, particularly around Professional Communities of Learning.
