Jennifer Opare-Kumi

Senior Policy and Research Lead, Co-PI on Outcomes Fund Study in Ghana and Sierra Leone

Jennifer Opare-Kumi is an applied social scientist and education policy expert with over 15 years of experience across four continents. She currently serves as a Senior Policy and Research Lead with the What Works Hub for Global Education at the Blavatnik School of Government, University of Oxford.

Her work focuses on improving education and holistic outcomes for young people across the Global South. Jennifer has extensive experience designing, implementing, and scaling evidence-driven interventions in global education, with expertise in foundational learning, and research-to-policy translation. She has led large-scale, donor-funded programs and built strategic partnerships with governments and international development organizations to strengthen education systems and outcomes.

A committed scholar-activist, Jennifer is passionate about connecting rigorous evidence to decision-making and advocating for equitable learning opportunities for all young people.

Beyond research and policy, she is an enthusiastic amateur forager, always curious about the discoveries the natural world has to offer.
